Margaret (Macke) Raymond, Director

Margaret (Macke) Raymond has served as the director of CREDO since its inception. She has steered the group to national prominence as a rigorous and independent source for policy and program analysis. She has done extensive work in public policy and education reform and is currently researching the development of competitive markets and the creation of reliable data on program performance. She also leads CREDO in investigating the effectiveness of public charter schools. Before joining Stanford in 2000, she held faculty positions in the political science and economics departments at the University of Rochester. She also worked for a number of years in the telecommunications industry and was president of Raymond Associates, a private consulting company specializing in public policy research projects and telecommunications policy formulation, from 1985 to 2000.

Sofoklis Goulas, Senior Research Analyst

Sofoklis Goulas joined CREDO in 2017 as a senior research analyst. He focuses on CREDO’s quantitative research program. Prior to joining CREDO, Sofoklis worked at the Center for Community Capital at the University of North Carolina at Chapel Hill and the Bank of Greece.

Sofoklis graduated with a BSc in economics from the University of Piraeus in Greece. He holds an MSc in finance and economics from Warwick Business School in the United Kingdom and an MS and PhD in economics from the University of North Carolina at Chapel Hill. His field of expertise is the economics of education. A Fulbright Fellowship and the UNC Impact Award for Outstanding Graduate Research are among his varied honors and fellowships.

Won Lee, Research Analyst

Won Lee is a research analyst at CREDO, focusing on its quantitative research program. Prior to joining CREDO, he worked as a graduate research assistant at the University of Minnesota. His primary research interests are in the areas of education and labor economics, focusing on program/policy analysis.

Meg Cotter Mazzola, Communications Director

Meg is a highly skilled member of the senior management team with twenty years of experience in education research. Her extensive background includes experience in project management, program design and evaluation, qualitative research, strategic planning, and media and public relations. She holds an MS in organizational leadership from Quinnipiac University and a BA in political science from the University of New Hampshire. She also earned an Advanced Project Management certification from Stanford University.

Before joining CREDO in 2007, Meg Cotter Mazzola served as deputy director of school relations for the Education Assessment and Charter School Accreditation Program with the American Academy for Liberal Education. Previously, she was the outreach coordinator with the Center for Education Reform.

Tzvetelina Sabkova, Program Manager

Tzvetelina Sabkova joined CREDO in January 2021 as the program manager. She focuses on administrative aspects and supports the team in a variety of tasks including grants, contracts, and finances. Before joining CREDO, Tzvetelina worked at Aix Marseille University in France, where she oversaw the administrative management of a scientific collaboration and an international PhD program. She holds a BA in foreign languages applied to business from the University of Perpignan, France, and an MA in European studies from Aix-Marseille University, France.

William Snow, Database Administrator

William Snow is a Stanford University electrical engineering graduate and has worked in Silicon Valley companies. Most recently he has helped various Stanford departments, including the Stanford University Libraries and the Stanford Office of Technology Licensing, to communicate data-rich information via the World Wide Web.
