Margaret Raymond, Director

Margaret (Macke) Raymond has served as the Director of CREDO since its inception at the University of Rochester in 1999.  In its ten-year history, she has steered the group to national prominence as a rigorous and independent source for policy and program analysis. She has done extensive work in public policy and education reform, is currently researching the development of competitive markets and the creation of reliable data on program performance. Raymond also investigates the effectiveness of public charter schools.  Prior to joining Stanford in 2000, Raymond held faculty positions in the political science and economics departments at the University of Rochester. Raymond also worked for a number of years in the telecommunications industry and was president of Raymond Associates, a private consulting company specializing in public policy research projects and telecommunications policy formulation from 1985 to 2000.

 

 

Rosemary Brock joined CREDO staff in April 2007, as Project Manager. Prior to coming to CREDO, Rosemary worked with several Silicon Valley start-ups where she usually handled all human resource, accounting, and facility issues with side trips into site design, doc production, and quality assurance.

 

 

Edward Cremata is a research assistant at CREDO. Prior to coming to CREDO, Edward worked as a management consultant for a skincare startup company. He was also the Cofounder and President of an online interdisciplinary academic journal. Edward received both a B.A. and M.A. in economics from California State University Sacramento.

 

 

 

Devora Davis is a research assistant at CREDO. Prior to coming to CREDO, Davis was a data analyst at an education-focused nonprofit organization; there, she specialized in assisting school principals with data management issues and the use of standardized test results. Davis was awarded her B.S. (Magna Cum Laude) in economics at Oakland University in Rochester, Michigan, in 2001.

 

 

 

Kathleen Dickey is database manager at CREDO. Before coming to CREDO, Kathleen was data manager and analyst for fifteen years at Inverness Research Associates, an educational research group. There she developed tools to collect, study and manage longitudinal datasets for teacher training programs and evaluation projects. Kathleen received a M.S. in marine sciences at the University of California at Santa Cruz.

 

 

 

Cindy Ethridge joined CREDO staff in July 2005, as a Research Assistant. Prior to coming to CREDO, Cindy worked for the Institute for Social Research at the University of Michigan providing Field Research in Education. Cindy has a Bachelor's Degree in Political science from the University of Illinois at Urbana-Champaign.

 

 

 

 

Beth Hustedt joined CREDO in November 2008, having recently completed a Master's in Education Policy at Stanford University. Prior to coming to Stanford, Beth served for two years as Deputy Legislative Counsel to the Nevada Legislature where she drafted bills and regulations and advised state agencies. She also spent two years as an Immigration Paralegal at a large law firm in Boston, MA. In addition to her Stanford degree, Beth holds a B.A. in Political Philosophy from Bowdoin College and a J.D. from Tulane University Law School.

 

 

 

Meg Cotter Mazzola joined CREDO staff in January 2007, as Manager of Federal Projects. Prior to coming to CREDO, Meg served as Deputy Director of School Relations for the Education Assessment and Charter School Accreditation Program with the American Academy for Liberal Education and as Outreach Coordinator with The Center for Education Reform. Originally from Massachusetts, Meg now lives and works in Washington, DC.

 

 

 

Emily Peltason joined CREDO in July 2006, having recently graduated from Stanford University with a B.A. in political science and honors from the Program in Ethics in Society. She has worked in the past as a research assistant, an intern in the office of the San Francisco Board of Supervisors, and, her most difficult job to date, as a pre-school teaching assistant.

 

 

 

 

 

 

Ken Surratt joined CREDO staff in June 2006, as Assistant Director. Prior to coming to CREDO, Ken served as a Broad Resident with San Francisco Unified School District, Manager of School Inspections with KIPP Foundation, Business Consultant with IBM Global Services, and as a Senior Auditor with Arthur Andersen. He holds a Bachelor of Science in Commerce with concentrations in Accounting and Management from the University of Virginia, and a Master of Business Administration from Duke University's Fuqua School of Business.
