Margaret Raymond, Director

Margaret Raymond is a Research Fellow at the Hoover Institution and Director of CREDO. Most recently, Raymond was the director of the Center for Research on Education Outcomes at the University of Rochester in New York, which analyzes education reform efforts around the country.

Raymond has done extensive work in public policy and education reform and is currently researching the development of competitive markets and the creation of reliable data on program performance.

In addition to her work at the Center for Research on Education Outcomes, Raymond taught in the Public Policy Analysis Program at the University of Rochester from 1992 - 2000. As president of Raymond Associates Inc., a private consulting company specializing in public policy research projects and telecommunications policy formulation, she played an integral role in developing new programs for both public organizations and private enterprise.

Between 1988 and 1992, Raymond worked in the telecommunications industry successfully creating coalitions among telecom executives and new market entrants to bring competition to local telephone services.

Raymond earned graduate degrees from the University of Rochester in Public Policy Analysis (M.S., 1980), Community Medicine (M.S., 1982), and Political Science (M.A., 1983). She earned a Ph.D. in political science from the University of Rochester in 1985. Raymond was awarded her B.A. (Summa Cum Laude) in psychology by Boston University in 1976.

 

 

 

Devora Davis is a research assistant at CREDO at the Hoover Institution. Prior to coming to CREDO, Davis was a data analyst at an education-focused nonprofit organization; there, she specialized in assisting school principals with data management issues and the use of standardized test results. Davis was awarded her B.S. (Magna Cum Laude) in economics at Oakland University in Rochester, Michigan, in 2001.

 

 

 

 

 

 

Cindy Ethridge joined CREDO staff in July 2005, as a Research Assistant. Prior to coming to CREDO, Cindy worked for the Institute for Social Research at the University of Michigan providing Field Research in Education. Cindy has a Bachelor's Degree in Political science from the University of Illinois at Urbana-Champaign.

 

 

 

 

 

 

 

Emily Peltason joined CREDO in July 2006, having recently graduated from Stanford University with a BA in political science and honors from the Program in Ethics in Society. She has worked in the past as a research assistant, an intern in the office of the San Francisco Board of Supervisors, and, her most difficult job to date, as a pre-school teaching assistant.

 

 

 

 

 

Ethan Steele joined the CREDO staff in July 2006, as a Research Assistant. Prior to coming to CREDO, he worked for Stanford University as a Research Assistant and for the Institute for Cultural Diplomacy in Berlin as a Project Coordinator. Ethan has a BA (with distinction) in Political Science and History from Stanford University.

 

 

 

 

 

 

Ken Surratt joined CREDO staff in June 2006, as Assistant Director. Prior to coming to CREDO, Ken served as a Broad Resident with San Francisco Unified School District, Manager of School Inspections with KIPP Foundation, Business Consultant with IBM Global Services, and as a Senior Auditor with Arthur Andersen. He holds a Bachelor of Science in Commerce with concentrations in Accounting and Management from the University of Virginia, and a Master of Business Administration from Duke University's Fuqua School of Business.
